Q: How high is the bottom shelf from the ground?

From the ground to the bottom shelf is 10 inchs. Unless you are displaying silk flowers, don't waste your money! It will not support any weight- top or bottom. It's cute but useless!

Q: how big is the top shelf? what size of (rectangular) planter box can it hold?

Inside dimensions of the top shelf are 35" x 23"

Q: How high up is the top shelf? I need something at least hip height so my cats cant jump in it and eat my flowers.

really, a cat can jump up onto a car and a fence..maybe do not plant flowers that your cat does not like.. the top self is only 27 inches high..lol..good luck,you have already lost the battle..the cat will always win..
