Probably not. It doesn’t even stick to the tile in the bathroom unfortunately

If I don’t want to use this in the bathtub could I use command strips (or command hooks) to attach it to my toddler’s bedroom wall?

I don't see why not. It comes with suction cups to attach to bath tub. I would just remove those and add command strips in its place.
