What purpose does the strap on the back serve?

When you’re traveling with a rolling suitcase you can put your handle thru the strap.

will this bag fit a 15.6 laptop?

No it does not and I will be returning it. The space for the padded laptop area probably fits a 15 inch laptop but not a 15.6. I can't get the laptop into the laptop sleeve.

Is this bag waterproof?

The bottom of the bag is water resistant. so if you put it in a wet floor it will be fine. I doubt that the fabric itself is.

What size tablets fit in the tablet pocket? Will the nearly 13 inch iPad fit?

My 11 inch ipad fit very snugly with its slim case. I don't think a 13 inch one will fit comfortably
