It's not random. It's a preconfigured deck. Every set will be exactly the same. If you web search 2022 MTG Starter Kit you will find a deck list on the official site. Some nice cards in here that are well worth the price.

can you mix and match the to deck to make say a red blue deck or green white?

It's not ideal, but cutting the two starter decks in this pack into red/blue and green/white is possible. Each of the two starter decks has four "2-color" lands. Lands provide the color necessary for playing most cards. By breaking up the decks into blue/red and green/white, you would have to decide how to allocate these lands. The red/green deck has: 11 green lands 12 red lands 4 red/green lands 18 green spells 15 red spells The blue/white deck has: 12 white lands 11 blue lands 4 blue/white lands 17 white spells 14 blue spells 2 colorless spells (vehicles that can be used by any color) If you want to make red/blue and green/white Red/blue deck would be: 12 red lands 11 blue lands 6 "2-color" lands 15 red spells 14 blue spells 2 colorless spells Green/white would be: 11 green lands 12 white lands 2 "two color" lands 18 green spells 17 white spells While part of the appeal of magic is mixing and matching colors and cards, these starter decks are balanced si the cards in each deck work together. I recommend keeping them as provided until you have more cards to change the decks into what you want.
