How does this charge the joy cons – by plugging this grip into the switch ports, or into any usb outlet?

There’s a USB port on the top of the grip and it comes with the corresponding USB cable. As long as the Joy Cons are installed into the grip, you can plug the grip in using that cable and a wall outlet and they will charge.

Does this work with the north american switch joy cons?

Yes. I have had it for months and have had no issues.

Is this a first party product? It's $15 less, but packaging looks identical

Yes it's a Nintendo product, but originally slated for sale in Japan. Works fine and comes in the original packaging.
