It's perfect for spring and fall work when it's chilly.

Q: My husband is 6’8 “ do you think it will fit ?

I would think it would? if he wears a 4xl. a guy that big would probably have longer arms. i am only 6'2" 295 and the "4xl" fits BUT HE WOULD PROBABLY TAKE A "4XLT"

When I was 250 XL would not fit me.

Q: Is the hood functional? That is, can you pull it over a hat for protection from the weather?

The hood is functional. It could certainly be pulled over a baseball cap or something with a narrow brim. Wouldn’t try it with a cowboy hat though
