Q: is there anyway to put a padlock or sinilar on it?

Maybe a very tiny one. It has double zippers on each compartment, but the holes aren't very big.

Q: Could this fit a new 2ds xl and a gba sp?

It could fit the 2ds xl but I don’t know about the sp

Q: Would a regular N3ds fit comfortably in this or would it be too loose?

It would be a bit loose on the sides and a little on the top. If you have a pretty thick case or a slim grip on your 3ds however, it should fit fine, It would just have extra room on the sides as the new 3ds xl is a bit wider. There are cases made for the normal 3ds however that would fit it much better. I would recommend looking for something designed specifically for your system for a more snug and secure fit.
