Q: Is it flimsy when it's being worn?

no, although light, the material is sturdy.

Q: Can this material be spray painted?

The outside is painted. The inside is not. I don’t see any issues with painting it

Q: I am female, 5'6 1/2" and have a small frame. Will the armor sit well on my shoulder or be too wide/large?

I am 5ft 6in also, medium frame. It was a little large just on my shoulder, worked well over a leather Jerkin.
