Is the shipping box or the actual product the dimensions you list (15.2 x 14 x 3.5 inches)?

The shipping box probably isn't made for each individual satchel. The satchels are smallest on the bottom and biggest on the lid. The OUTSIDE dimensions at the widest places are front (at the handle) to back edge of hinge, 15.25"; left to right, 14.20". The exact outside height of the satchel is 3.50". In addition, because of stiffener ridges on the inside sides and edges of the box (running in the left to right direction), the minimum "rectangular object" usable dimension is 12.75" left to right x 13.00" front to back x 3.00" high.These satchels are constructed quite strongly, and I would recommend their use if the stated dimensions will suit the individual application.

Does this have removable dividers inside compartment?

No it does not have any removable dividers.. It is one compartment only..

How many pieces of whole, flat 12x12 scrapbook paper would this hold? Looking to store new paper but need an estimate on capacity.

I don’t even know. But it could hold a ton of flat scrapbook paper. For sure 300-400 sheets if not more.
