Can the king and short hoses be hooked together?

Don't know, the vacuum only came with the 17ft hose.

is the hose for this stif and hard to use or soft and flexable?

I would say overall is is pretty flexible compared to others. I actually loop it around the unit itself very easily and without it unraveling.

Can this be mounted to the floor laying down?

It can be stored this way, however, it needs to be stood up right to be used. There is a ball valve inside that if it is not standing up straight, it will cut off the suction of the vacuum.
