I have a refrigerator and motion sensor security light on the same circuit.  Motion sensor doesn’t like motor noise.  Will this help?

It might.  But you'll need to put the EMI filter in a line that connects ONLY to the motion sensor, for example in the same electric box as the sensor.  In other words, the wiring should look like: sensor-EMIfilter-wire-frige-wire-circuitbreaker.  Thus noise added by the fridge will not get past the EMI filter.

Question 3

I know where my emi noise is coming from.  how do i block out noise at its source?  this appears to block out noise at the target (load).

I have used two of these, one at the source of EMI, one at the device affected by the EMI. One was put on a noisy fluorescent ceiling fixture and it stopped TV interference in another room.  Another was put on a microwave oven and it blocked noise coming  from the microwave oven from nuisance tripping a combined GFCI/AFCI breaker. Solved my problem in both cases.
I noticed that the metal case did not NOT seem to me to be suitable for a GROUNDING connection. The metal case is connected through capacitors to the internal current carrying circuit.  
I installed mine inside closed, insulated plastic boxes so the metal case was not exposed.  This is something to be installed by an electrician based on consideration of the particular application and installation conditions.

How to grounded this device at the output?

The case is RF ground .There is a 6-42 machine screw and nut on one side that is mounted to the case and used for a ground connection.
