How dim can these get quantitatively? Do these go down to 1%, or only 10% or 20% before the next step is just off?

Coming from someone in the industry, retrofit lamp dimming generally has less to do with the bulb and more to do with the dimmer. Some lighting control companies will have a list of products they have tested with their dimmers and how far it will dim down. You can expect with most dimmers 5-15%, higher end dimmers from more reputable companies will probably more consistently get you to 5% maybe to 1%. Electronic low voltage dimmers generally work better with LED's, if you have an older dimmer from the days of incandescent you probable will be looking at 15% and then off.

What is the difference between "title 20 compliant" and not? They seem identical: same lumens and wattage, but priced wildly differently.

Well, the title 20 compliance is for California only. If you don’t live in California you don’t need to buy them. Besides that’s a six pack. The other one is a four pack and that’s the one I bought. They’re dimmable, warm glow. I really enjoy them, they’re so easy on your eyes. For you I would recommend this one.

Will bulbs turn off completely when using a dimmer? some led bulbs remain on slightly.

That's more about the dimmer than about the bulb. If the dimmer shuts off completely, the bulb shuts off completely. If the bulb requires more power than the dimmer's lowest setting to put out a meaningful amount of light, then it will appear off. We just use dimmers to adjust light level and use the dimmer switch's switch function to turn on and off. If I turn the dimmer all the way down, these are still lit softly, that's our specific dimmers (Lutron toggle dimmers).
