From my own quick fold and grab tape measure ment I'd say approximately 21 to 22 inches

They're the size of most luggage type strap hooks....consider they're designed to hold/secure outdoor gear for hunting hiking n such, they're not real big but they are not small at all for smallish holes' sake; they wont suit you.

Q: I am interested in using this strap as a stabilizer strap on a sling pack. Has anyone used this strap for that purpose, and if so, is it short enough?

While I use it on my Hazard 4 briefcase it is fully adjustable. For your purpose I'd just take off the shoulder pad and make it as short as you need.
