is the set for spiral bound the same as for paper back or hard cover?

Hi, Yes. This tabs set works for the Softbound, Spiral, Loose-leaf, or Handbook Edition of the 2020 National Electrical Code. Only please note the Handbook Edition contains more pictures or diagrams for better explanation, so the page numbers are different, but the tabs themselves are also usable.
