It is not made with honey. I would say the paint is student quality.

Mine weren’t filled to the top, maybe half way. Some were more full than others.

No, I had no problems with the paint and have really enjoyed using the set. Things you might want to check: Is the brush c lean? Oil on the brush might cause problems. Are you referring to mixing the paint in the kit's lid? The lid is slick and has no grab, so you will experience balling up in that sense. This is the case with watercolors in any palette. If you are getting balling up on the paper, make sure you are using paper made for watercolors.
