I think it would be safe to use, but isn't really strong enough to really change the pigment, it more just exfoliates and smooths the skin for a lighter look. maybe some sex shops sell a product that's specifically designed for that area.

Works great! Moisturises well and is a nice texture and smell. I've used up a bottle in about 2 months and my skin looks clearer and smoother, marks and redness/dark patches are faded.
