Q: can you use 2 fans on this one under and one on top if so are attachments included ?

Not officially Supported , no, but I guess you may fit a attachement clip there might be just enough space to propel a fan over. Might want to just get a fan over it to cool it some more but it did really well in a shoebox Elite 130 case with cables all over with a 8 core 1700x cpu on a mini itx just if you build make sure your ram is lpx or Lower in height or use 2 slots to the right in ATX/MATX board as I could not fit any taller ram

Yes you can move the fan to the top.

Q: will this work with a intel socket 1151 LGA

Yes. I fitted one of these to an Asus Z390A motherboard last year. That board has LGA 1151. I didn't have a problem.
