can you use this for a dip pen

They are great for Dip pen, brush and other mark making techniques.

Is it waterproof when dried?

I do not think so. I use water to dilute the W&N inks so I suspect they will re-solubilise in water if wetted. I have a fountain pen with ink cartridge in which the ink dried out over time, the ink forming solid crystals. I added one drop of water and hey immediately the ink solvated and I used it again !
