Should the handle lock in an extended position?

Mine certainly does by extending the pole then grip the lower pole below the red band and with the other above the band and twist the higher part to the right and lower to the left. It rakes several turns before the lock comes on but lock it certainly does.Hope this helps you

YES Just bought one, plus a scrubber BRUSH head. Both fit perfectly

Is it any good on textured kitchen tiles

I use mine just to clean the base of my walk in shower, and I have no tiling as the wall is covered in a waterproof material. The extendable tile cleaner, would probably do the job you want, but the base is rather hard and flat, so to clean in between any textured tile might prove difficult.

Can it be used on a white resin shower base without damaging or scratching it?

As soon as the scrubber becomes wet its head becomes a soft sponge, so it cannot make any damage to anything. It is the shape of a head that allows you to reach difficult corners and extendable handle that is the main advantage here. In a way the name a Tile Scrubber is misleading.
