Not sure, I siphoned off petrol from a top inlet

yes, ..once you have the initial impetus and you keep the ends of the pipe immersed.

Q: I have about 4 inches left in bottom of steel pool would this work to get rest out

I use a Silverline Dirty Water Pump for my 16 x 4 ft pool which empties 4 feet of water right down to the last inch but that last inch has always been almost impossible to drain unless I mopped it up with big bath towels. Anyway I'd had enough of doing that dreaded job every year so I tried the syphon pump & was really impressed. My pool bottom is laid on plystyrene & gets uneven pockets of water but THIS PUMP is the only one that gets that last inch - Its nothing fancy but it works for me. I have only pumped pool water into a deep bucket about 20 inches high. I havent tried anything else
