What quantity of liquid does this hold? I am thinking this could good for cleaning mud from football boots.

The device holds enough soap but I doubt the brush is sufficiently rugged to clean boots. In my opinion you would better off with a stiffer brush.

Does it come with the holder? or is it the brush alone?

It does come with the holder...But this one doesn't have the typical Oxo quality...The soap dispenser part of the brush snapped off in couple of months. Hope that helps
