Q: Are these discs magnetic on both sides ? I want to attach a metal art piece to a metal panel..

Q: Will these magnets hold a medium weight synthetic blanket down across the front of a car without damaging the finish of the car?

I would think they would as they are pretty strong - unless you have a Corvette. :) They have a very smooth finish so shouldn't cut through the blanket and mar the finish.

Q: I wanted to attach a rain tarp to a small instant canopy. Was hoping to use two of the magnets to attach & unattach the tarp to the canopy fabric.

They will hold the tarp firmly to the canopy but they are strong magnets and sometimes a little difficult to separate. As long as you don't have high winds or a tornado they will hold
