Q: Do i need to turn them off while charging or can I leave them on all the time?

Yes, you can leave them on all the time while charging. But when no signal is received for 10 minutes, the earphone will be powered off automatically. To use it again, please turn it off then on.

Q: If one person is using these wireless headphones for tv watching, can others in the house still listen to tv?

This is actually a TV dependent feature. Most of TVs on the market allow headphone wearers and others in the room to listen to TV simultaneously. A few TVs, however, do not support this feature. You may check your TV sound setting menu or instruction manual or call the support team of your TV brand to check this.
