can little hawk be used on land?

I use them as a wing direction finder for an air rifle range. Yep on land.

Is the vane arm hollow?

Hi no the orange plastic part is solid plastic

Does the orange indicator spin in the black cup?

Hi, the orange wind vane rotates on the grey shaft, the 'black cup' you describe is a clip that prevents the wind vane from separating from the grey shaft. If I remember correctly, the black clip stays stationary while the orange wind vane rotates.
