Centers and stabilizes the pitcher/container, so that the spindle inserts correctly in the base of the container.

How is it exchanged on the base? Does the old one just lift off and the new one pushed on? How does the ring in the middle come off?

Yes the old ones comes off and the new ones goes on. You don't have to do anything with the centerpiece unless you are replacing the bearings.
