They come with USB A plugs and AC adapters.

Why do lights only stay on for about 2 minutes?

They should stay on for as long as you want. If they only operate for two minutes then something is wrong. Faulty units? Talk to the vendor - they should be willing to help you sort it out.

It says comes with a charger. Can these be used without them being plugged in?

They are USB power supplies (which can be used to charge gadgets like phones and such, hence the name "charger"). These lights are NOT battery operated - they must be plugged in to power in order to work. It just happens that the cables are USB and that power is supplied via USB power supplies.
