does it replace a GFI breaker, so if I have 30 breakers in my panel that cover the house, do I buy 1 or 30 units

You install it into your panel on its own two gang breaker slot. Depending on the model you get, you install a new 20,30 or 50 amp 220v breaker and wire it up with nothing else wired to the breaker it gives you surge protection on both phases in your panel that way . If you do not have open breaker slots, by code you should replace the panel. I am not a licensed electrician but the normal DIYer can do it pretty easily.
