Q: Are these new all-black handled models made in Finland like the X-series axes?

Mine both say finland on the head.

Q: Has anyone had a problem with the hollow handle breaking up?

I just split up about 20-30 logs, and smacked the handle at full force a bunch of times with nothing occurring but a marred finish. The hollowness actually helps to dissipate the force and it just bounces off.

Q: What's the difference between this axe and the X27 with the 36" handle?

The difference is in the handle. The X-27 has the orange portion, which has a slightly tackier feel to it. I have 1 of each and can't say I prefer one to the other, they both work great.
