Not really. It doesn't do a countdown, it only displays whatever you program into it manually.

Does it reset to factory settings everytime you turn it or your car off? Do you have to keep the sign on while driving?

No, the sign does not reset when turned off either with the power switch or when turning off your vehicle. When powered back on, it returns to last display used.
