Any gas fuel with variable connections. I use swan or zippo.

yes these are refillable best gas to use is newport

Q: Does it come pre-filled?

Yes but it's only haf filled but normal lighter gas

Q: Are they easy for someone with arthritis in hands and little strength.

They are a little bigger in diameter than the likes of a clipper so perhaps are easier to grip and work well. They are windproof and I think they light easily. It has a relatively easy push button ignition although for someone with restricted hand movent I wouldn't like to say.
