Here are several reputable sources and articles that state 3/8" foiled bubble wrap is R 1.3, so this is only 2/8" which would be less than R 1.3. Polystrene that's 2" think is R 10 as a comparison. I haven’t used Velcro I just put it between shade and window so far and it’s worked fine

No, this is pretty thin, so highly doubtful you'd notice any noise reduction.
