L1 and l2 are 110v. will it measure both lines

This is Single Phase Three Wire ,measure both lines L1,L2. L1,L2 works through meter which is 220v, N have not work through meter. L1-N =110V, L2-N=110V, L1-L2=220V This meter will not work on a single phase 120v 2-wire system.

Have an apt fed by 100amp double breaker in house panel. can i mount this next panel with pigtails to meter? apt feed is 240v. two hots and a neutral
