The handle of the hammer is firm on the inside making it keep its form. The head of the hammer is firm in the center, but the claw and the face are softer and bend much easier so the impacts are softened.

Q: Can I throw this at my coworker without doing major harm? Is it 100% foam?

It took a good many swings to eventually injury my co-worker. Throwing it would take too long.
