Would this be suitable to use on uk alarm cable and cat5 and cat6

It would cut the outer jacket ok though you'd be better getting a specific cat 5 cable cutter. They usually come as a part of a rj45 crimp tool

Can these neatly strip the outer sheath of twin and earth cables please rather than simply make a cut in the outer?

They are not "purpose built" for stripping the sheathing like some tools available on the market but when they are sharp can cut it enough to pull it off without damaging the insulation.
