This silencer incerts into the end of your exhaust. The flange is 4" so unless the circumference of your tip is 4" then NO it will not work. This will work with any exhaust as long as it has a 4" tip

If your 99 accord has a skunk2 megapower muffler on it, then yes.If it doesn't have the aftermarket system on it then no.

I would go to the skunky site and check the diameter of it and make sure it's the same as whatever other than brand exhaust you're trying to install it in

I can't say an exact number, but it will honestly reduce the sound of the car to a nice quiet rumble.
