I forgot to hit the pair button on the Chromecast itself before trying to pair the remote and that works.

IR blaster doesn't work
Remote and Bluetooth connection gets lost when IR blasters attempted to be used. Cannot be used to control volume of soundbar.

Syncing problem solved
I ordered this to replace the one the puppy chewed! I was ready to return it because I couldn't pair the new remote with the Chromecast device. I then read the review here by "Mr. Bruce" and he pointed out that the sync button was on the device not the remote!! Solved. Now it works fine! Thank you Mr. Bruce.
