Why can't this be shipped to California?

How is this supposed to be able to keep your thur axel locked? Cant you still be able to turn the axel out?

No it clamps down on the axle and then locks

Will this adapter work with upside-down forks (rock shox rs-1)?

Do not have specific experience, but it should. This clamps to the axle and has an adapter for 15mm or 20mm with no adapter.

Is the lock core removable and compatible with Yakima lock cores? I don't want to add another key to my setup. Thanks.

Unfortunately the answer is no. You cannot remove the lock core on the RockMounts Drive Shaft Thru-Axle Bike Rack Adapter and change it out to match the rest of your Yakima lock cores.
