do you have to drain down hot water tank to fit this valve which is replacing a blown one of the same please

It all depends on your system and why / where the valve is installed etc. On my system it was (almost) at the top of the central heating radiator circuit and was completely separate from the hot water storage tank. I just needed to turn off the water supply and electric then drain sufficient water from the radiator loop so the water level and pressure fell sufficiently to allow me to safely replace the valve. I then had to restore the water level and bleed the system etc. Your central heating system is probably very different from mine, so this may not apply in your case. Irrespective of where ithe valve is located in the circuit you will definitely need to at least partially drain your system as the valve is intended to operate under pressure. If in doubt, consult a plumber.
