Is this BPA free & safe ?

As far as I can tell it is safe. They don't break, they go in the dishwasher and they are beautiful. I am not sure I understand your question. Safe for what?

Are these plates lightweight and easy to carry in a picnic basket?

Yes. They are very lightweight. The only complaint I have is they are very slick and some foods, such as chips, hard cookies, etc. will slip off if you aren't careful. Very pretty and easy to clean. Great at poolside since they aren't glass but appear to be.
