Do I have to buy a plastic curtain to use on the inside tub or will this curtain good enough to do both?

Yes and no: Yes, you'll need something additional on the inside of this one. It is not waterproof. No, it's not good enough to do both. It's only for the outer curtain. It is not waterproof and, in my experience, will leave your bathmat wet, and possibly your bathroom floor.

Is the bottom hem weighted?

No it's not but there is a magnet sewn in at the bottom of the hem on both the left and right side corners, which stick to the tub and secure the curtain in place

I hope this isn’t a silly question, but are you supposed to use this liner on the inside of the tub or outside?

To use as a liner it goes in the inside, to be used as a curtain it goes on the outside of the tub.

Yes, it is made of 100% polyester reduces mildew and is completely washable and dryable in yot machine.
