Do you need to replace the cardboard once both sides ware out??

I didn't even think about the fact that you can use both sides. So I just threw mine out using one side. The sides are stuck to it so you would have to throw the whole thing out. My cat goes through so many of these things. I just bought her a scratcher mat and she won't use it.

How do cats get attracted to it to scratch?

Scratching is an instinctive behavior. The scratch pad comes with a small packet of catnip so sprinkling the pad with 1/2 to1 teaspoon of that will help get your cat interested.

It comes with the scratcher but you have to add it.

Do the sides (or anywhere) have a plastic coating?

I assume the sides (the white you can see in the pic) are some type of plastic. Not the kind that can be removed or chewed up (one of ours chews most plastic objects, like grocery bags when he can). Our two love these especially with catnip/ silvervine mixture sprinkled on them occasionally.
