A: If the size has an upper case "T" it would indicate "Toddler size"

A: The pants are true to size. I'd suggest looking for "Toddler"  (they go to 4T) for a 3.5 year old. "Boys Jeans" start at size 4T as far as I can tell.  I would also refer to a Carhartt size chart.
