No it's not but it doesn't tilt fast so you can maintain a decent position

Does the tilt stay in place or are you able to flex your legs?

You are able to flex your legs - I find the foot rest very good - as I can move my feet and flex!

So, what's the difference between this and the amazon basics one (b01dn8tg46) at about half the price? both look identical to me...

Basics didn't last long. This is metal and more sturdy. I've had mine quite a while now and still going strong
