I have the current htc vive and want to know if I can use the current controllers and base stations

Yes its even comptable with the new Index. Is why I bought one I plan on upgrading to index controllers this winter. But like others said the base stations are still fine for the normal vive, big issue now is headsets are going up in quality, and the new index controllers use sensors to track you fingers, and it even has grip sensor to know how hard you are grabbing it. Its not in most games yet but there is free bit teaching you how to make hand gestures with it, as well as a tutorial that has you shake hands with an NPC using the grip strength sensor.

Question 2

Where can I buy everything I need to use this (base stations, motion controllers)? I don't see any suggested items.

If you absolutely want it now before the whole kit is sold later this year, you are probably best to just buy the Original Vive bundle which has all the base-stations and controllers and was just reduced in price to $499. Then buy this headset (HMD) to replace the original.  I bet the whole kit for the Vive Pro will probably cost about $1299 when it comes out anyway so I doubt you'll save much by waiting.  The only advantage to waiting for the Pro Bundle will be the 2.0 base-stations but unless you are planning to have a playspace bigger than 5mx5m it wouldn't matter anyway.

Question 3

Can this be used with racing games out of the box with what it comes with as long as I don't yet need the controllers?

No. You need at least one Lighthouse for tracking while seated. This does not come with any Lighthouse.

Question 4

Can i use this as a monitor for my computer? i have low vision and not intrested in games. what else would i need to go with it for thiis purpose?

This device is not really a replacement for a monitor, although it could be used as one, at least in theory. The main application is games and virtual reality simulations. I would rather recommend looking into the accessiblity options of your operating system. For example, using a large screen at a lower resolution and enabling all accessiblity options in the OS usually provides a lot of improvement for users with low vision.
