Q: I bought at amzon the insten cell phon simcard reader. i have windows 10. do i have to install any driver? from where?

It's only a partial answer, as I don't use Windows. The device that I purchased a few years ago, is based on a chip from Prolific Technology inc., the PL2303. So maybe there are some windows drivers on their site. A google search gave, among others, one hit: http://www.prolific.com.tw/US/ShowProduct.aspx?pcid=41 but I certainly cannot tell if it's what you need. Good luck

Q: Can i make calls with it ?

I'm not aware of any piece of software that'd allow the modem to make use of the SIM card in that device. So, unless that type of software exists, the answer would be "No".
