Ca this tool be used to finish fabric edges as well as cut rope?

it depends on the fabric material. Good quality Nylon yes. I would cut a small piece and try it out first.

I wish to cut 1" Polypropylene, .040-.060 thickness webbing. Will this work on nylon webbing/strapping?

Yes, this will cut nylon webbing. There might be better tools for the job, though.

I will be cutting large sections of golf netting, how efficient would this be - would it take a lot longer than using sheers?

The advantage is it seals the cut line so it will not unwind. Good if that is necessary in your case. If not, sharp shears would be faster.

does anyone know if you can use a soldering bit on this heat gun? I would love to cut down on storage space by having the one tool for both jobs

I don't know, but I have used a rope cutting tip on a soldering gun.
