Yes. It does with the ones that comes with the binder. Ones sold separately do not.

Q: Do these folders open up or are they the ones you slide the papers in?

These are like the original trapper keeper folders that open on the side. You slide your papers in either to the left or to the right. This is Unlike a traditional folder, where you slide the papers down into a pocket.
