What does the thigh measure on a size 28?

Top of thigh laying flat I measured 9 1/2". I felt these ran small and too tight to actually pass for "boyfriend " style. Hope this helps

These are not baggie or even boyfriend cut. They are skinny skinny jeans. I am 5’4 and wear a size 6. Bought a 28 fit great just not boyfriend fit.
