Q: Any inseam measurements? I could find nothing on the size chart.

I ordered a Size 18A. The inseam is 30 inches. I am 5'7" and they fit perfectly.

Q: are they actually leggings?

The label calls them "misses legging". I would expect leggings to follow every curve of your leg, really hug your whole leg. These do not, they are more like slim cut jeans. If that's what you are looking for, jeans that are not baggy and not skin tight, you will be happy with these. In a 16 petite, mine are 15 inches around at the ankle.
