Can this be used with Hep 2o plastic pipe?

Potentially could be but not recommended as the shower bar will have 15mm olives for the compression fiitting (shower bar to pipe connections) and a better joint will be made on copper pipe than plastic pipe. The PL8 plate only holds the pipes in place but doesn't make the watertight connection itself. If you already have plastic pipe in place I would fit a short length of copper to make the connection to the shower bar.

Is this pl8 for an exposed bar valve?

Yes, I mounted it on the wall and tiled over it, keeps the pipework at the standard gap for most exposed combination showers.

What are the fittings on the back of the plate? Elbows? Compression?

they are a type of compression - they compress a rubber O ring on to the pipe to hold the pipe at 150mm c-c and perpendicular to the wall. they won't stop a pipe rotating if using a compression fitting on to the shower bar. I bought two of these and mocked it up in a sheet of ply wood to figure it out. once your finish is on the length copper pipe projecting from the wall is critical to the nearest mm. a mock up will help you set it up and experiment. for my shower it was 32mm . there is a very informative video on you tube.
